George E. Howard was born in October 1846 in Boston, Suffolk County, Massachusetts.1,2 He was the son of Samuel Howard and Anna E. Hovey. The census shows George Howard, 14, at school, in the household of Samuel Howard and Anna A. Howard, at Chelsea, Suffolk County, Massachusetts.3 The census of 6 June 1870 shows George E. Howard, 24, a fancy goods dealer, with $500 personal estate, in the household of Samuel Howard and Anna A. Howard, at Boston Highlands, Suffolk County, Massachusetts.4
According to A Twentieth century history and biographical record of Crawford County, Kansas, in 1871 , George E. Howard moved to at Crawfordville, Crawford County, Kansas, but this is in conflict with the listing of the 1870 census. Here he opened a general store, which he conducted about a year, and then, Girard having been started and made the county seat, he followed the general exodus and moved his business to that place, which was two miles and a half away. Later he engaged in the grain business, and for three years was bookkeeper for the Bank of Girard, which was the first bank in that town.1
He married Phoebe W. Playter in 1876 in Girard, Crawford County, Kansas.1
The census of 1880 shows George E. Howard, George was an express agent and commission merchant. Also in the household was Jenny Rhodes, 19, from Kentucky, and Phoebe W. Howard, listed with Blanch Howard living at Girard.5 In 1883 George E. Howard was elected captain of Company D, First Kansas Regiment.1
On 2 January 1887 George E. Howard was promoted from captain to major in the Kansas National Guard, Company D of Girard.6 In 1889, George E. Howard moved to Pittsburg, Crawford County, Kansas At first he was in the grain and feed business, and afterwards engaged in dealing in real estate and in general financial affairs.1
In 1890, George E. Howard was secretary of the Pittsburg Water Supply Company.1
The census of 1895 shows Geo. E. Howard, 48, born Mass, occupation: real estate & teach [? illeg.], and Blanch Howard, 16, born Kansas, attending school. Also in the household were Sarah Moore, 20, born Kansas, a housekeeper; Geo. Playter, 23, born Kansas, a coal operator; Clarence Playter, 17, born Kansas, a clerk and bookkeeper; and C. J. Hurt, 23, born Missouri, a motorman living at Pittsburg.7
The census of 1900 shows George E. Howard, 53, a boarder, a commision merchant, married 19 years, father of 4 children. He was in the rented home of Frank A. Truax, born Nov 1870 in Iowa, a freight agent; and two housekeepers, Artia Truax, 18; and Lizzie Johnson, 36, both , Kansas natives, living at 207 East 8th Street, Pittsburg, Crawford County, Kansas.2
The census of 1905 shows G. E. Howard, 58, a renter, not on a farm, born Massachusetts, a real estate dealer. He was listed as having served in D Co., 42nd Inf., and had been honorably discharged from the military. Living with him was Blanch Howard, 24, born in Kansas, a teacher living at Pittsburg.8
