Phoebe W. Playter was born in 1848 or 1849 in Canada the youngest sister of Frank Playter who was one of the wealthy men of Crawford County, Kansas, and, more than any other one man, built up Girard, and later took an equally active part in the development of Pittsburg.^1,2

She married George E. Howard, son of Samuel Howard and Anna E. Hovey, in 1876 in Girard, Crawford County, Kansas.²

The census of 1880 shows George E. Howard, George was an express agent and commission merchant. Also in the household was Jenny Rhodes, 19, from Kentucky, and Phoebe W. Howard, listed with Blanch Howard living at Girard.¹

She died in 1893.²
