Moses Leavitt Neal was born on 19 April 1766 in North Hampton, Rockingham County, New Hampshire. He was the son of John Neal and Mary Leavitt. He entered Dartmouth College, Hanover, Grafton County, New Hampshire, at the age of fourteen.1 After two years, Moses Leavitt Neal entered Harvard College, Cambridge, Middlesex County, Massachusetts,, where he graduated in 1785.1 He tought schools and academies for several years, then studied law with John Prentiss, Esq., of Londonderry.1 In 1793, Moses Leavitt Neal was admitted to the bar and began practicing law in Londonderry, Rockingham County, New Hampshire.1
He married Patty Prentice, daughter of John Prentiss and Ruth Lemmon, on 22 February 1796 in Londonderry.2 In 1796, Moses Leavitt Neal moved to Rochester, Strafford County, New Hampshire. In 1806 , Moses Leavitt Neal moved to at Dover, Strafford County, New Hampshire. Where he taught a select school for two or three years. In 1809 Moses Leavitt Neal was elected clerk of the N.H. House of Reps. He was annually re-elected until 1828, except for two years during the War of 1812. In 1816, Moses Leavitt Neal was appointed Registrar of Deeds for Strafford County, in which capacity he served until his death.1
He married Sarah Furbish about 1820.1
He died on 25 November 1829 in Dover, at age 63 . "He was a man of pleasing manners, a finished scholar, rather unobtrusive and easy-going, but firm to his principles and highly esteemed by all who knew him."1
