Minnie was born near Azen, Scotland County, Missouri on February 12, 1875 to Henry Keck Rugh and Caroline Victoria (nee Terrell) of that place.
On November 26, 1899, in Scotland County, she married Simeon Phares. They spent most of their lifetime operating a family farm in Scotland County. They had children: Virgil and Merlin.
Minnie died in her Memphis, Missouri home on December 10, 1959 and is interred in the "Individual Mausoleum" at the Memphis Cemetery.
