Cora was born near Azen, Scotland County, Missouri on June 6, 1873 to Henry Keck Rugh and Caroline Victoria (nee Terrell) of that place.

On October 18, 1894, in Scotland County, she married Harlan Ray Biggs, son of William Biggs & Lucy (nee Goodloe). Cora and Harlan spent their lifetime operating their family farm in Scotland County. They had children: Leos, Perle, and Irene.

Harlan died in Scotland County on July 1, 1954. Cora followed him in death on December 3, 1955, also in Scotland County.

They are both buried in the Memphis Cemetery, Memphis, Missouri.
