Anna was born on January 10, 1874 in Missouri to William H. Tackaberry and Cynthia (nee downs).

On December 28, 1890 she married George Washington Rugh, a son of Michael Rugh of Scotland County, Missouri.

They spent their lifetime farming in Scotland County.

She died on April 17, 1938 and lies next to her husband George at the Prairie View Cemetery in Scotland County, Missouri.
