Mr. Tipton Biggs has indicated he believes this person to be Perle Herbert Biggs. Can anyone else confirm that this is indeed correct?

Perle Herbert Biggs was born on February 10, 1897 to Harlan Ray Biggs & Cora Ellen (nee Rugh) in Scotland County, Missouri .

On 4 June 1932 he married Evaun Endora (nee Mustoe).

He died 3 May 1992 in Memphis, Missouri and is buried in the Memphis Cemetery.
