Combine cornstarch, sugar and lemon peel in 1 qt sauce pan.
Add water slowly.  Stir over med heat until thickened

Remove from heat add remaining ingredents.  Makes about 3 cups.

Good with Cake (cottage pudding) fruit coblers, etc.
