Probable Translation:..A gold shield with a blue tower having three turrets, the middle turret being more elevated, all this within a red border that's charged with eight little gold shields which have a black bend/stripe running through them from the top left of this little shields to the lower right.

Probable Translation:..A blue shield with a gold tower with three turrets within a border of gold, that border being charged with four small blue shields with a gold bend/stripe; one shield in the center top, two on each side, and one at the bottom of this gold border.
