Can't help you with Tong because it may not necessarily be a real surname. Probably the personal name of Willam. However, there is a surname called Tong. You need a complete Chinese name to reveal the surname. The place is Amoy (local dialect)in Fujian Province, now normally known as Xiamen.

: My husbands G/G/Grandfather was known by records in Australia as John Tong. This was later changed(or just written incorrectly) to Anthon/Anthong finally becoming Thomas Cook.
