: North Vietnamese military 1967-69 and other units were beckoned to surrender to the South Vietnamese and American Forces and were offered repatriation, training and support, all of which was supported by the US Military in South Vietnam. Some of the ex-Viet Cong military were assigned to Army and Navy Forces and in a known situation the rehabilitated personnel were assigned to Navy Support Activities ashore and afloat. The term Chiu Hoi was given as the definition of the rehabilitated NVA personnel. The US Marine Corps used some of the rehabilitated personnel as scouts during the War between North and South Vietnam. Many english words and terms were submitted to the University of Saigon and appropriate Vietnamese names superimposed or made! Essentially, Chiu Hoi means returnee or acceptance of the soveigntry of the GVN.
