Just adding my own thoughts here. Although Chinese surnames are rare, Seeto is not the only one. There are around 60 in records, many of them originates from the names of government posts.

Seeto is the ancient name of a high-ranking government official, something like an internal affairs minister. This dates back almost 4000 years
